Hello Schimelpfenig MS Family, The bylaws review committee has completed its review of the current bylaws and standing rules of the SMS PTA and recommends the following changes which will be voted on at the next general meeting of the PTA on January 29th. Please review the Proposed Changes to Bylaws and the Proposed Standing Rules before our next General PTA Meeting on Wednesday, January 29, 2019 at 6 pm. If you would like to review the current SMS Standing Rules, you can find them via this LINK. An overview of the proposed changes is listed below. Bylaws Fifth Vice President - Communications. The communications chair oversees and participates in four separate but related areas, and we feel that this should be a VP position. Also, with the majority of our activity being online, we need a manager of sorts coordinate and supervise the communications area. Council Delegate. We propose making this position a part of the executive board which should help with quorum-related issues, and we propose changing the month in which the delegate is appointed to May instead of April. Standing Rules Organization of Rules. Many of the updates are simply grouping areas better and creating headings where appropriate. There was also quite a bit of language in our old standing rules which duplicated the Bylaws and needed to be removed for that reason. We utilized some language from the Texas PTA draft standing rules and some of the language from our prior version of the rules to improve clarity while keeping the substance the same with a few additions. Insurance. Insurance is required, but was not list in the Standing Rules. Organizational Chart. The org chart was added to help explain the hierarchy and list all of the roles. Duties of Board Members. This section explains high-level duties for elected positions that are not enumerated in the Bylaws. Other Board Positions. Added Council Delegate and their duties. Special Committees. Added one section for the "Budget and Finance", "Life Member", and "Schimelpfenig Alumni PTA Scholarship" Committees. Schimelpfenig Alumni PTA Scholarship. Some of the information included is required by the IRS and the Texas PTA; other info is included based on other scholarships in Plano ISD. Miscellaneous.
